Frank Pomeroy hired on to the Coulee Dam project in the Bureau of Reclamation under supervisor, Kenneth S. Brown. Shortly afterward, Major Hutton assumed Mr. Brown's position, and supervision over the Photo Unit and all public visitation at the Coulee Dam site.

Frank Pomeroy became designated photographer of the Bureau for Franklyn D. Roosevelt during his visits to the site.

At first, the photo unit was housed in the Administration building. Later a building was constructed down near the water for the engineers, carpenters and electricians offices. The photo unit and photo laboratories occupied most of the basement of the building.
